All 15 Britons held by Iran accept they were in the country's waters despite the UK's insistence they were in Iraqi territory, Iranian state radio says.
Iran's ISNA news agency reported film of all the Royal Navy personnel existed but would not be shown because of an apparent shift in the UK's policy.
At the weekend, Foreign Secretary Margaret Beckett said a diplomatic note had been sent to the Iranians.
Four crew members have been seen on TV saying they had entered Iran's waters.
The Foreign Office has said showing the group, detained in the northern Gulf on 23 March 23, on TV is "unacceptable". Britain denies Iran's claims that the UK crew was in its waters and is demanding their "immediate" return.
